DSWD, planong gamitin sa livelihood program ang P10B PONDO SA SAP

SA GITNA ng maraming reklamo na hindi nakatanggap ng Special Amelioration Program (SAP), inamin ni Department of Social Welfare and Development (DSWD) Secretary Rolando Bautista na nasa P10 bilyon ang pondo pang natitira sa kanila mula sa programa.
Ito ay makaraang ibaba ng DSWD sa 14 milyon mula sa 18 milyon pamilya ang makatatanggap ng ikalawang bahagi ng ayuda.
Sa pagtatanong ni Senador Ralph Recto sa hearing para sa P171-billion 2021 budget ng DSWD, sinabi ni Bautista na sa kanilang pagbusisi may mga pamilya ang nakatanggap ng dobleng ayuda nang mamihay sila ng SAP 1.
“The Bayanihan 1 appropriated two tranches for 18 million families. The budget allocated in Bayanihan 1 was for two tranches of SAP for 18 million families,” saad ni Recto.
Iniulat din ng DSWD na alinsunod sa memorandum order mula sa Office of the President, tanging mga lugar na nasa ilalim ng enhanced community quarantine (ECQ) at modified ECQ ang binigyan ng SAP.
Nang tanungin ni Recto si Bautista kung ano ang gagawin sa P10 bilyon na savings mula sa kinaltas na bilang ng beneficiaries, sinabi nito na naghihintay pa sila ng kautusan mula sa Department of Budget and Management.
“Out of the budget provided by DBM, we have a remaining of P10 billion. It’s still on our fund and depending on what the instruction from the DBM is, whether to return this or realign this to other projects from the recovery, then we have to surrender this to the DBM or return to the Bureau of Treasury,” saad ni Bautista.
Kinuwestyon naman ito ni Recto sa pagsasabing marami pang Filipino ang nangangailangan ng ayuda.
“Maraming nagtatanong, like in Batangas, marami pang di nakakatanggap ng SAP. In my hometown in Lipa City, I’ve heard of complaints. In Metro Manila, many mayors are complaining that their constituents have not received the second SAP,” diin nito.
“Now we have P10 billion available. It doesn’t make sense to me that this money is returned to the Treasury. As I understood it earlier, there is a waitlist and there was a testimony earlier that the President, in a written document, told you to spend this for other things. Is that correct? So saan natin gagastusin yung remaining P10 billion?” dagdag pa ni Recto.
Iginiit naman ng DSWD na may mungkahi na silang gamitin ang pera para sa P15,000 na ayuda sa informal vendors kasama na ang sari-sari store owners.
“We have already made our proposal for the P10 billion. We will be covering around 664,726 household for the provision of livelihood assistance grant at P15,000. Yun po ang aming plan. If it will be given to us to be utilized for the livelihood assistance grant,” ayon sa DSWD.
